What people building new jurisdictions have to buy
People building self-governing territories have to recreate from scratch every function a normal society inherits without noticing: registries, dispute resolution, identity, standards, enforcement. Several of those will be both essential and badly served, and the people buying have unusual budgets and unusual urgency.
